Skills can be bought from missions. See mission rules. After buying, add them to updates.
To have them take effect in events, list the applicable ones in a spoiler at the bottom of your post.
Skills that enable crafting must be bought as a requirement.
There are skills that require more than one class. Only one of the classes need to reach the tier to be able to buy the skill, you only need to possess at least tier 1 of the other class to get the skill.
You must have the tier in a class to buy that tier's skills.
Here are the maximum number of skills that a character can have:
Tier 1 - 6
Tier 2 - 6
Tier 3 - 6
Tier 4 - 4
Tier 5 - 2
You can have a skill over a lower tier take a higher tier slot.
Having all three classes in a particular line (e.g. have all of blade dancer, brawler and hulk from the cutter class line) increases the number of skills you can have by 1 in each tier.
